FAO – Al Thawra Dam Irrigation Emergency Rehabilitation (ITB2023 FNSYR-124999)

Scope & Outcome

After a severe earthquake, the irrigation pumping network supplied by Al Thawra (Tabqa) Dam required urgent rehabilitation. With no as-built drawings available, Rabbat Electric had to reverse-engineer the station’s legacy control mechanism and protection logic.

We then designed and delivered new protection & control panels and excitation panels to fully replace the outdated and damaged equipment. In parallel, we sourced and installed new AIS switchgear to modernize the feeder bays and connected them seamlessly with our control/protection systems. A dedicated excitation panel was also engineered and commissioned to restore generator field control and improve reliability.

The project included panel fabrication, switchgear installation, re-termination, protection settings verification, and end-to-end functional testing. Following commissioning and supervised start-up of the pumps, we trained plant personnel on safe, repeatable operation and emergency procedures. The result was a safer, more reliable station with restored pumping capacity and clear documentation for ongoing maintenance.

Deliverables

  • Reverse engineering of control/protection logic, interlocks, and sequences (no drawings on site).
  • Design & fabrication of new P&C panels (schematics, wiring diagrams, I/O lists, terminal schedules).
  • Sourcing & installation of new AIS switchgear (full AIS feeder bays) integrated with control panels.
  • Design & commissioning of excitation panel for generator field and pump drive reliability.
  • Panel replacement & installation, re-termination, cable identification/tagging, and wiring tidy-up.
  • Protection settings verification and coordination checks; functional testing of permissives, interlocks, alarms, and trips.
  • Commissioning & supervised start-up of electric pumps with step-by-step energization checks.
  • Operator training on safe operation, normal start-up/shutdown, and emergency response.
  • Handover dossier: as-built drawings, test reports, settings sheets, and maintenance recommendations.
